Small orange flower

I've been looking at a couple of bushes that are flowering near the parking garage at work. They have these little tiny blossoms...maybe 1/2 inch across. They look kind of like little tiny unopened rose buds. And, they have little pistils (is that the right word?) that stick up (again, 1/2 inch or so) out of the middle of the bud. Here's one:

Any idea what in the world that is?

By the way, I had the hardest time trying to get a decent photo of these flowers. I took photos on 3 or 4 different days before I finally got one I liked.

UPDATE. Regina wrote to ask if it's a Turk's Cap. 'Never heard of such a thing but after looking at photos of Turk's Caps on the web, there's little doubt that this odd little flower is, indeed, a Turk's Cap. Thanks, Regina!
